Great answer @Shaun. FYI, The CALM Act is currently going through its paces of government approval to make the BS1770 -24LKFS measurement a standard across all US television, both programming. In your situation, with an off-line mix, I'd just assemble and mix the show in your normal way, and then check the Integrated Loudness of the whole thing once you've finished. You can then dial in an overall level shift to make it conform with the -24LKFS target and export. Adopt the current recommendation for audio loudness of -24LKFS (+/- 2 dB) measured for the length of the delivered spot. A loudness meter based on ITU-R BS.1770-3 incorporating all channels except the LFE channel should be used for this measurement. As the method for delivery of content is file based, ABC will be using file based QC.
